Joe Martins, a resident of Caranzalem, has approached the SPCA against Panaji PI Rajendra Prabhusessai and PSI Diago Gracias for not acting on the complaint filed by him.

Martins, in his complaint before SPCA, said that he had lodged a missing complaint at Panaji police station.
