Police killed a man (anti-nuclear protestor). The police fired bullets on protestors, led by the Shiv Sena, who were opposing the jaitapur nuclear plant. Family of deceased wants justice – starting with the suspension of the police official who killed him. The police claim, in their defence, that it was in reaction to the protestors burning the police station that they had to start gunfire.

Enquiry ordered against four Delhi Police personnel

Delhi Police today ordered a vigilance enquiry against four police personnel, including a Station House Officer (SHO), for allegedly detaining a person illegally and beating him up.
The enquiry has been ordered by Deputy Commissioner of Police
(South-West) A K Ojha against SHO of Inderpuri police station Ramesh Chander, Sub-Inspector Datta Ram and constables Darshan Singh and Sandeep, a senior police official said. The action followed a complaint filed by a person, Arun Kumar, who claimed that he was detained illegally and beaten up by policemen on March 24.

An investigation by The Hindu reveals the horrific aftermath of a five-day anti-Maoist operation in Chhattisgarh’s Dantewada district. Three women assaulted, three men killed, hundreds rendered homeless in course of 5 day operation
The operation began in the early hours of March 11 when about 350 heavily armed troopers marched into the forests of Dantewada. They returned to their barracks five days later, with three villages aflame, about 300 homes and granaries incinerated, three villagers and three soldiers dead, and three women sexually assaulted, the victims and several eyewitnesses told The Hindu.
Cipriano case: SPCA notice to police

PANAJI: During its inquiry, the State Police Complaints Authority (SPCA) has found enough material against eight officers of the Panaji police station which “suggests their direct involvement” in the custodial death of Cipriano Fernandes.
Accordingly, the SPCA secretary has filed a formal complaint against the eight policemen – PI Sandesh Chodankar, PSI Vijay Chodankar, head constables Sandip Shrivoikar, Sanjiv Salunke, Radhesh Ramnathkar, Shyam Amonkar, Ramesh Dessai and police constable Vishram Gaonkar. The SPCA has registered the complaint and issued notices to them. The police personnel have to reply by March 28.
GSCW seeks report on alleged custodial death

PANJIM, MARCH 12: Describing the alleged custodial death of a 50-year-old woman as unfortunate, Goa State Commission for Women (GSCW) Chairperson Ezilda Sapeco on Friday said that she would be seeking a detailed report on the incident from the Bicholim police station.
Rajani alias Kalyani alias Babita was arrested on March 4 for allegedly murdering her 54-year-old paramour Babi Mote as she suspected him of getting closer to a younger woman.
Two days after her arrest, she was referred to Goa Medical College and Hospital after she complained of breathing problem. She, however, died on March 7 while undergoing treatment in the hospital.
SC upholds conviction of cops for giving electric shocks

New Delhi, Mar 10(PTI) Taking a serious view of custodial violence by police, the Supreme Court has upheld the five year sentence awarded to five police personnel for killing a person in custody through electric shocks on his scrotum.
.”The Supreme Court as the custodian and protector of the fundamental and basic human rights of the citizens, would view with deep concern any allegation made against the police officials about custodial crimes,” a bench of justices B Sudershan Reddy and S S Nijjar said in a judgement.The bench upheld the conviction on the basis of the postmortem report even though the deceased’s family members turned hostile due to apparent threats from the police personnel.
A guide to police training reforms

While the SC’s directives on police reform are welcome, they have missed reforms in training of our cops.
No doubt that the seven directives given by the supreme court in the Prakash Singh vs. Union of India case form a strong basis for long-pending police reforms towards depoliticisation and restructuring of India’s internal security setup.
However, it was disappointing to see that none of the directives address the key point of sensitisation of police forces towards fundamental human rights and policing ethics. Incidents of police forces violating basic rights of citizens are a daily affair in India, a recent one reported from Jalpaiguri, West Bengal where during a search operation, 2 ITBP personnel molested the wife of a shop-owner
Meghalaya ADGPs to oversee police reforms

Meghalaya Director General of Police (DGP) Prem Singh said that the seven Meghalaya additional DGP’s will be monitoring the performance of police officers in different parts of the state to ensure that they adhere to the standards set in the police reforms.
Speaking to the Bureaucracy Today on Saturday, Singh informed that these officers will be monitoring the standard of the officers and police stations in discharging their duties and see whether it conforms to the police reforms. He said: “These officers will carry out monthly review and submits their reports to me.”
Debating Reforms

The debate on the proposed Police Reforms Bill has come at an opportune time. As being advocated by civil and human rights advocates, the tabling of the Bill in the upcoming budget session of the Assembly should be preceded by a public debate on the contents of the Bill. Even as the proposed Bill is believed to be structured on the pattern of the draft Police Reforms Bill prepared by the Soli Sorabjee Committee, there is a room for consultation.

SHUCHISMITA/ARUN GUPTA JAMMU, Feb 18: The draft of much hyped new “Police bill”, aiming at bringing in police reforms, will be available on the website of J&K Home Department within a week’s time for public comments. However, there is bleak possibility that the state government would table this bill in the ensuing Budget session as it would take time in introducing the desired changes or making amendments in consonance with the public opinion and the security point of view.
Principal Secretary Home Department B R Sharma, while talking to KTNS, stated that the Home Department, which has been working on this legislation for long now, would put it on its website (Home department) for public comments within a week. Asserting that the contents of the new J&K Police Act would be more or less same as those of the Central Act, he, however, maintained that the desired changes would be incorporated in its state version keeping in view the security requirements of J&K after soliciting public opinion.
PM calls for police reforms, four years after SC asked for it

NEW DELHI: At the chief ministers’ conference on internal security, prime minister Manmohan Singh highlighted the urgent need for police reforms. However, with the states and union themselves having resisted such reforms, the PM’s statement runs the danger of ringing hollow, according to the findings of a recent study. The report titled ‘Feudal Forces- Reforms Delayed 2010′ brought out by the Commonwealth Human Rights Intiative (CHRI) indicts the governments in the federation for showing lack of will to implement reforms – even after the apex court had asked for them.
Centre should bear 50% of police cost

LUCKNOW: Chief minister Mayawati on Tuesday demanded that the Centre should bear 50% cost of the total expenditure incurred by state governments on their police establishments. Raising this demand at a chief ministers’ conference presided over by Prime Minister Manmohan Singh at Vigyan Bhavan in New Delhi, Mayawati said that this was necessary in view of the increasing demand to upgrade police force and paucity of fund faced by the state governments for this purpose
